I believe we were told that only moves up to level 10 were available. This would mean from Reversal, Close Combat, Mega Kick, Double Kick, Meditate, and Rolling Kick. As well as perhaps one move that is from a stronger level or an egg move, given a decent backstory reason for him knowing that. You can have him learn other moves during the RP later as well.
