We can go with Casey's mother having been the previous (and first) [url=http://i.imgur.com/NtYwvn9.png]Galaxion[/url]. She likely started in 2020, at the age of sixteen, and then retired after giving birth to Casey thirteen years later. Galaxion would have then been missing for sixteen years until Casey's debut, so I'm not sure how many people would remember his mother enough to associate him with her. Casey's lineage is very proud, and his mother was likely the black sheep of the family for some time for becoming a superhero. Her happy-go-lucky nature kept her from feeling too shamed by her family to quit, though. Casey gets his attitude (and his looks) from his mother. However, because of the great work she did as one, she reconciled with the family, and they far more readily accepts Casey's heroics. She probably joined the Dream Corps later in her career, but stayed a loosely-affiliated member.
