[@Genni] I would imagine that some vehicles have been left behind at the docks, such as small Jeeps, that could perhaps contain 2 persons in seats, and space for any small equipment. With good tetris-play, there'll be room for up to 3-4 persons, I guess. But, since they would only be used for emergencies or small transports, there wouldn't be many vehicles left. And how well they're still working... Well.
