That doesn't necessarily mean they have an EX rank NP, dude. I mean, Medea has an EX rank NP too, she just can't use it. And the Gate of Babylon is technically ranked E ~ A++. EX only applies to Ea.

And C is average for a Servant, not crappy. It's the middle of the road.
