I rather not add traits for espionage as it just adds another layer for Gowia to deal with. Instead I think if people do conduct espionage, I will leave it up to the players to decide the outcome and then let them RP it out, or if they can't come to an agreement, people will put money into a operation and then I will roll, with more money meaning more chances of success. The overall stability of the target nation should also effect this.
