Got two things i can reply about though
This continent may have more dragons to teach humans and may have more slayer related books
Dont plan on outting a cap on max amount of dragon slayers
But tha is why i put ip such rules to stary with

Further i also have a pure wter deagon slayer first gen
So crow i fear you have to work with an other option
You can pick a sub warer type like swamp or ocean or artic water
Or if you really want nornal/ general warer, you can pick one of the other slayer types
