As for your questions: 

1) For now it's one character for newcomers and we'll quickly see how it goes from there. 

2) They technically do, however conventional guns are not permitted with characters. We did make it a more modern world but we still keep the general fighting mechanics of the Narutoverse. Masaki may change her mind on the subject there so don't quote me on this aha.
