[@Dinh AaronMk]I'd say as far as option three goes, we could make up a bit more of an accessible political system to make it easy for new people to Roman politics to play. I can draft up a political system and throw it out there if it helps. 

As for you requiring Earth, I see no reason why Earth would not be relevant in a Milky Way Galaxy-set NRP. :)
