In fairness, Antiprotons and protons are not exactly [i]opposites[/i], it is just changing one attribute of the "particles" [the chirality]. It is also not particularly hypothetical: people have produced antimatter and the equations for the energy emissions fit with experiment parsimoniously. That being said, I am all for not letting it happen: I am assuming some level of scientific literacy for Billy, but him not only understanding what antimatter is but understanding it well enough to create it from normal matter seems a little far-fetched.

I think I'll cast the spells to detect life in the offices, then bore through with a few people, then blow people up and claim the elevators,  then begin moving towards where Blackwell should be to protect him and hopefully extract him from the ministry.
