Posted. Hopefully it meets your standards. I admit that a lot of the basic frame work was from a character I made for a Naruto Rp ages ago that largely didn't take off, but hopefully it will meet your standards.

Important Note: The outfit that all Hiringu have adopted to wearing since joining Konoha is something of a masterpiece of design; Offering the wearer a surprising amount of protection and maneuverability, it's real genius lays with the filtering system that is found through out the whole suit. At the first sign of charka being channeled, the filters turn off and allow the user to unleash the full range of their poisonous abilities without hindrance while out of combat blocking out the wearer's horrific scent.
This also has the unexpected benefit of aiding in the detection of genjutsu; The invading charka also triggers the filters and turns them off. More then once has Raito alerted his team of genjutsu (And sometimes broken them out of it) because of his painfully foul stench of rotting corpse.

Personality: Raito is a somewhat reserved person who tries to apply logic to everything he does while trying to keep his emotions out of the decision making process. He is not an emotionless drone by any means, but emotions tend to be rather tricky things for him to handle properly. He is someone who if asked how many friends he has will only list a few names, but those few friends he will treasure until the day he dies.
Raito is not a very social person, but years of having to deal with people and social situations has given him something of a 'basic guild to greeting and talking to people' that he has practiced over the years to the point of being somewhat comfortable meeting someone for the first time.
When it comes to the matter of romance or dating, Raito has very, very low self esteem; While he is aware that beauty is only skin deep and that personality plays a solid role in the whole process, there a limits to what they can do when you look like he does. There are jutsu that the clan has developed that can reverse the effect of their bloodline on their physical bodies temporally (You can't be a clan if you have no offspring after all), but to Raito's frustration he isn't allowed to learn any of them until after he starts dating someone.
History: Hīringu Raito was born to the relatively young Hiringu clan a few months after the clan officially joined Konohagakure, making him the first member of the clan to be born as a member of Konoha. Being the first member of the clan born within Konoha's walls, the clan gave Raito a lot more importance then he would have otherwise have gotten due to the fact that he would be the bar in which future Hiringu members would be judged by their peers.
Raito was never a social butterfly and didn't really have the natural charisma that other clans might have felt the need to install in their members, but he never did anything that reflected poorly on the clan and while he had only a few friends he largely avoided being considered anti-social. As time passed and the Hiringu bloodline started to develop in Raito during his years at the academy, Raito himself was granted the right to wear one of the clan's outfits in order to get used to it for extended periods of time while sparing his classmates the sight (and smell) that came with the bloodline.
Graduating near the top of his class, Raito was assigned to a fairly balanced genin team with a fairly experienced teacher. After two years of training and missions Raito managed to pass the Chuunin exams, earning the rank of Chuunin and starting to enhance the training of his bloodline while also continuing his training in medical jutsu. He interns at the hospital in order to help earn his keep within the city.

Description: A seemingly normal cane that almost all members of the Hiringu seemed to carry with them, in it's normal state only the most observant of people would notice that there seems to be more to this cane then meets the eye. Sufficiently deadly as a rigid bladed cane, but also serves as a whip when its blade is split into many.

Special Traits: -Raito's training in genjutsu is limited to the detection and dispelling of genjutsu. -Raito's Taijustu is definitely his strongest attribute, even when used alone it is at high chuunin levels. When enhanced by his threaded cane and his Kekkei Genkai he can fight above his weight surprisingly easily. -Raito is trained in medical ninjutsu.
Kekkei Genkai: The Hiringu clan appeared 75 years ago and is still considered a somewhat young clan. Rumors abound to how they came about, but one of the more popular ones was that the founder of the Hiringu clan fulfilled some kind of pact with some breed of decay demon in order to secure their Kekkei Genkai.
The Hiringu clan is blessed with a high resistance and in some cases seemly immunity to harmful substances; Most natural poisons and venom, virus, disease or plague it does not seem to do them any harm. In fact, they actively seek such things out in order to absorb it into their bodies. The Hiringu clan absorbs harmful substances or illnesses and influences their bodies with its harmful properties, giving them a source to draw their clan jutsus from and naturally making their bodily fluids toxic to those outside of the clan.
There is a price to be paid for these benefits however; As the given Hiringu member starts to absorb illnesses and poisons, their body starts to decay and rot until they are to look (And smell) like a bloated, pus filled, sore covered corpse that has been given the chance to rot in a dump environment for a while. While this transformation doesn't harm or hamper the Hiringu physically (And often times gives them an edge in melee combat. It's hard for a shinobi to keep their head and cough up a fireball when they are being attacked by what appears to be a real life zombie and trying to keep their lunch down due to the horrific smell) they take a major hit socially. There is a reason that they are almost never seen outside of their clan compound outside of their suits.
Some man made poisons and toxic substances are powerful and deadly enough to cause even the Hiringu clan trouble; Metallic based poisons (Especially if its a more exotic metal that the body doesn't produce naturally) tend to cause the Hiringu some trouble, but they still have somewhat of a better resistance to it then the ordinary person.

Name of Technique:Mizu Bunshin no Jutsu - Water Clone Technique Type of Jutsu: Supplementary Rank:C Range:- Nature Type:Water Release Description:The Water Clone Technique is similar to the Shadow Clone Technique except it creates clones out of water that have one-tenth of the original person's power. Like other solid clone techniques, the clones can be used to perform tasks the user is unable or unwilling to do for themselves. The range of the clone is limited however, as it can not travel very far from the original body without losing control. Like other clone techniques, if the water clones are injured enough they will revert back to normal water. Weakness:Short ranged.

The high-speed water ball attack possesses just as much power to kill as an actual gunshot. While this is a Water Release technique, it can still be employed someplace where no water is available, which is a great advantage. It is also possible to increase the power of destruction of the spheres themselves by building up the chakra inside of them. The number of bullets is determined while kneading chakra. Name of Technique:Suiton: Kirigakure no Jutsu - Water Release: Hiding in Mist Technique Type of Jutsu: Supplementary Rank:D Range:- Nature Type:Water Release Description:The Hiding in Mist Technique is a specialty of the ninja from Kirigakure, where one causes a mist to spring forth by lifting up some water from either a pre-existing source or expelled from their mouth, then goes in and out of sight at will from within the pearly-white realm. The mist's thickness is controlled by the amount of chakra kneaded into it. It cannot fool the Byakugan, but, due to the mist being created with the user's chakra, any Sharingan and Rinnegan-user will see the mist coloured by their opponent's chakra, which will effectively hide the user from the dōjutsu. This allows the user to heal a patient without the need for medical equipment or surgery, making it very useful on the battlefield. It can be used to treat both external and internal injuries. It is vital to match the amount of chakra used to the severity of the affliction or injury. This requires a great amount of chakra control, and because of this, only a few highly skilled medical-nin are able to use this technique. Kabuto Yakushi demonstrated the ability to use it a short distance away from the target instead of through direct contact.
Weakness:By sending an excess amount of chakra into the patient's body, the user can overload the patient's normal circulation, trapping them in a comatose state.
Name of Technique:Swamp Healers Due Reward. Type of Jutsu: Ninjutsu, Medical, Supplementary Rank:C Range:Short ranged. Nature Type:- Description:A jutsu that requires physical contact with either a poisoned or ill target, the user willing removes the poison or illness from the victim and takes it into their own body in order to relieve the victim of their suffering. While this won't cure more advanced (IE Deadly) poisons or diseases it will greatly weaken them and buy the victim time for a cure. Weakness:The main weakness of this jutsu is that the user is willing infecting themselves with a often times deadly poison or disease for the sake of someone else.
Name of Technique:Doku Mizu Bunshin no Jutsu- Poison Water Clone Jutsu Type of Jutsu: (nin/tai/gen) (offensive, defensive, supplementary) Type of Jutsu: Supplementary Rank:B Range:- Nature Type:Water Release and Poison Release Description: An extension of the Water Clone Jutsu, instead of using pure water the user infuses the water of the clone with poisonous or diseased water instead. This combination can increase how dangerous the clone is due to the inherit risk of being poisoned or infected that comes with destroying the clone in melee or worse, making it evaporate. Weakness: Not only does this require a source of tainted water, but the clone's tainted payload is just as dangerous to the user or allies as it is to an enemy.

Name of Technique: Poison Water Death Shroud Type of Jutsu: Defense Rank: B Range: Close (0m ~ 5m) Nature Type: Water and Poison Release Description: The user releases a toxic mist like cloud around themselves, giving them a poisonous shroud that will make melee engagements a lot more dangerous to the opponent/opponents due to it either being breathed in or seeping into open wounds. Weakness:Not only does this require a source of tainted water, but the additional tainted payload is just as dangerous to the user or allies as it is to an enemy.
Important Note: The Hiringu's poison based techniques have several variations from non lethal and painless to deadly and painful. The Hiringu break down the various poisons and illnesses that they absorb into base components inside of their bodies in order to fuel these techniques; By taking time to concentrate on what effects they are going for, a Hiringu can alter what sort of poison their body converts these base components into as if they were a living chemical factory.
Older, more experienced members can completely alter their bodies choice of poison within a matter of hours, while younger members are encouraged to take a few days to do so if need be. Much like with an actual chemical factory, trying to rush the process of changing which poison the body is producing without having the experience to know how to properly streamline the process can be hazardous to ones health.
To date the clan seems to have four main poisons that it teaches its members to create and use, through more experienced members can have their own special brands that they mix together via their own experimentation. In order of being taught, these poison's are:
1) Dream: The Dream poison is by far one of the hardest of the Hiringu clan's poisons to employ correctly, largely because it is more akin to a powerful pain killer like morphine than an actual poison. It is designed more with capture in mind via knocking out or slowing down the target enough for more conventional techniques to capture them instead.
What makes using this poison so hard (And why it is taught first) is because it requires the user to make accurate estimates of both the target and how potent they need to infuse the poison in their attacks in order to 'safely' bring them in; If it is too weak then it will not have the desired effect and the target might just shrug it off, but if it is to strong it will likely kill the target.
2) Sting: The Sting poison is akin to Dream in that it is designed more for capture then to be outright lethal, the key difference being how; Where Dream knocks the target out as a pain killer, Sting knocks them out by causing them pure agony by entering the blood and triggering the nerves in charge of registering pain for hours, if not days on end.
While an untreated victim of Sting will naturally pass it through their system sooner or later, if the dosage was to strong or the victim has a pre-existing medical condition it can be fatal.
3) Frost: Frost is the standard poison that the clan employs when it wants to kill the target. It does so by traveling through the blood and 'slowing down' the various organs that it encounters until they simply cease to function, normally starting with the heart; It's name comes from the feeling of numb coldness that the victim feels as it spreads through their body.
While the time it takes to kill the target is dependent on several factors (The size of the victim and where the poison enters their body for example) it is generally fast acting enough to be used as a poison in active combat, but there are rare cases of a victim getting poisoned, winning or escaping the fight and getting treatment in time to survive.
4) Wyldfire: Wyldfire is possible the clan's most deadly poison; It is also the rarest used because the clan has insanely strict clan laws on when and how it can be used. Wyldfire is partly designed to give the target a semi-quick but agonizing death (Field Reports claim that victims feel like they are burning alive from the inside out), but that is not what makes it so dangerous. Wyldfire is more akin to a virus then a traditional poison in that the infected target can infect others by bodily fluids such as spit, vomit and sweat.
Because of the sheer loss of life that would take place if Wyldfire was to reach a population center, the clan will only ever use it as a last resort and only if they can successfully lock the area they are about to condemn down so that no one can get out before they unleash it. If the area cannot be successfully locked down to meet their standards, it will not be employed. A clan member cannot even consider the using of Wyldfire until they are able to ensure that their version of it will consume itself completely within two minutes outside of a live human body (Either because it is not in one or because the body in question is dead).
@Bright_Ops Ok, the character in general is solid. The Kekkei Genkai is interesting that's for sure. My issues at the following:
-Personality, could you maybe expand on it? How he is in x recurrent situation, what he does confronted to y, that kind of stuff so we can understand a little more what kind of person he is. If you want to add more to history that'd be greatly encouraged too but not compulsory.
-The poison. The jutsu in general are fine, it's simply the poison. Now anything involving poisons or infection can only go two ways: It's either very interesting with some nifty gimmicks and mediums to apply them. Or it's downright ridiculous, unbalanced and to put it fairly, stupid. There isn't really a middle ground with poison, so I'd like you to detail the precise effects of the poison depending on the moves (if they vary) or general effect. Fair warning: Stuff like Sasori's poison that cause complete paralysis and inevitable death are not only lame but unbalanced. Instant paralyzing poisons and immediate death types will simply be denied.
So yeah, hit those changes and I'll check up on it when you're done.
@Bright_Ops The problem I have is that there's no precise description of the poison's effects, you essentially have free ball on all the symptoms it can have which is way too broad. I need specific effects for specific circumstances or techniques. Poison is too sensitive of a weapon to be vague about.
