Honestly, it's slightly stranger that anyone in the group (Other then maybe one or two for reasons) would have any idea of what the Dragon Balls were or what it was that they did. Knowledge of their existence wasn't wide spread on Earth for fairly good reasons (Picture it, what would happen if everyone on earth knew that there was a set of seven magical balls that could grant any wish to anyone who gathered them all together?) and the Nameks don't seem to sort to share the knowledge that they have or can make things like this with anyone (Frieza is a good example as to why).

Since Winter himself was pre-Frieza finding out that the Dragon Balls were a thing (What with being from a time before Frieza was born), he wouldn't know what they are.
