Hm... I'm on the fence on this. Part of the reason I disallowed Original Characters from Original Settings was because I fear of an overflood of them. However, I never anticipated an OC that needs a bond with a human. Your idea of someone unpowered to make things even has given me a sort of idea. Your Cyber Beast might be bonded with an OC that was teleported from Earth to said beast's world and thus have that partnership... If that works.
