Not precisely my point. Give the existing CSs a look, see if it gives you any ideas. [i]Also, pay special attention to the Origins hider in the first post of this OOC. Really go over the first posts of the IC and OOC.[/i] We don't need Batman or the Punisher, unless it's an underdeveloped satire. I cannot, without misgivings, approve the character concept at this time. 

Now, if he were a disgruntled Civil War reenactor, possibly in full regalia, slightly mentally unhinged but still quite heroic, I'd give it a shot. Maybe he's a historian that works at The City Museum of Natural History. Maybe just a guy that got bonked on the head and woke up in front of a TV during a marathon of North vs. South. Or just a dedicated Hero wannabe with access to a uniform.

The characters here don't have epic backgrounds. They aren't the heroes people call on first when things get rough. They have humble beginnings, haven't made a name for themselves yet, and are generally unknown overall.
