[/quote] There is mainly one single governmental branch - a President, if you will, reigns at the top with others below him a lot like American government but not as large. If you were to play the child of the president, I have no problems with that however with how things are, if the child is under 18 they would most definitely have a body guard or two with them at all times (in which case THEY would provide the access card) but if the child was over the age of 18 then yeah, they would have their own access card and pretty much have free reign anywhere unless an order from the President acting as the father states otherwise (like, "hey, she's grounded from D-2 today"). You could also probably get away with playing the child and an older sibling who is meant to look out for them instead of a body guard.
