I thought, and I have supposedly gathered this from Kaben in OOC chat, The Black Cup was a relic which binds the Deimos' into their huge family, and gives them the divine powers they have. With queens being the mortals that gain the most power from the cup and themselves. But still, the Black Cup family is not truly a 'Monarchy'

But if it really is just a group of women, [i](Ooooo... Get ready, I'm revealing the Demon's name :rock)[/i] Kharn would just kill them all and turn them into his succubus servants, therefore demolishing the black cup and reforming the family of Deimos into a true Demonic monarchy ruled by HIM.
