[@Peaceless]It would take time to completely kill someone. In the one minute he got Roxy's hair and bit of power. That power is about the size of a gain of sand. He might be able to move a shadow but nothing more. In the time it would take to get something several minutes by then the person would have a chance to react.  

These would be mostly labs. You will see a few scientist, test tubes, cages, lots of equipment. Think CSI lab stuff. Some will be locked because of the sensitivity of the work.
