Energy Regan would be better, since it would give you more options in combat than the reduction in cost for [i]Sting[/i]. You could always push the Energy into the [i]Afterburners[/i] rather than Bumblebee's guns when needed, taking advantage of a weakened enemy's lowered Defence.
