[@Athinar] I assume that some of the liquid dumped into the water system has made it through, but that's just what I assumed.

Also, who do you think will get the bigger "What the H3!!, hero" moment?  Equilibrium for crashing that helicopter into War-Pulse, killing 3 (I do believe there were only 3 people in there) people or War-Pulse for dumping those vials into the Lost Haven water supply (mattering what those vials will do).  I don't know which character I would choose, but I am leaning towards War-Pulse.  However, currently it is Equilibrium because of his lack of concern for life. :hmm
