Secondly yes there are technically 8 but since the rp hasn't had the attention I was hoping for I've limited it to 7 for now. If we can garner more attention I'll drive up the cap.
And lastly the small council will be composed of probably 2 characters the royal family will make and the rest will be NPCs under my control.. unless somebody kills them xP I'm totally cool that you have a character within your realm that acts like them, it just can't be your only character. I suppose you could do something of a Varys if you were a Bannerman but regardless that's what I have to say.

[@Vahir] This rp will take place just after Roberts rebellion, however it won't be Roberts rebellion it'll be whomever the current royal family was. How the rebellion was successful is up the the family.

I'm encouraging as much intertwined histories as possible when it comes to apps. You can add and edit relationships and any time before the rp begins.
