Because [i]clearly[/i] insuring nobody else can interact in a scene until it's done is preferable to simply [i]waiting[/i] so that people who coincidentally aren't able to readily post in the USA late at night can possible interact in scenes. 

I don't even begin to comprehend the logic that intentionally excluding people is the best way to avoid issues with... excluding people from a scene.
