[/quote] Sounds good, but I wouldn't give out foreign funds right at the start, especially to large groups. I see this going the way of: -New insurgents, large groups of disgruntled citizens more or less spontaneously rising up to the government. They have numbers as well as a momentum to gain ground quickly, but overall lack organization and a supporting infrastructure. -Old insurgents, small group labelled terrorists who have been active for years and have been waiting for this moment, they already have some foreign support and equipment but have kept small until now so the secret police wouldn't catch them. -Deflectors, army members that chose to go rogue, they begin well armed and medium in numbers, but have trouble gaining the respect and support of the population since they used to be the iron fist keeping them down.
