I'd likely have the backstory of old insurgents biding their time, procuring resources so that when the time comes, they burst forth. Most of their numbers would be militia but they'd be well armed due to the leadership/elites having been plotting for a long time.

Key government structures, military bases (within their operating area) would all be scoped out and intricate plans carried out to ensure their position of relative stability today.
