In addition, there not being money is a highly unrealistic notion. Sentient creatures will realize that they want to trade, and monetary systems develop naturally. For example, look at prisons, in which cigarettes and mackrel are used as currencies, not by some mandate, but by natural market forces. Governments are not necessarily in control of money, regardless, money developed naturally and was later was conquered by government for their manipulation.
