There are organizations of Youkai, though most of them only amount to small gangs that cause trouble. It's rare for a major crime syndicate or some sort to be formed and maintained by Youkai. There is no discrimination between Youkai because regardless of sentience, they are still animalistic creatures in the end that have base urges and instincts to fall back on. Those that are feral and are prone to attacking everything around them are known as Strays, which are hunted down by Chasers. Those that are sentient simply carry on with their lives, though whatever morality they  have depends on their individual character. All Youkai are demons though, and that must be remembered.
