The nations are divided into five tiers. You can advance in a tier by becoming more powerful but most of all playing a bigger role on the international stage.

Tier I: Receive two national focus orders, two regular orders.
Tier II: Receive one national focus order and three regular orders
Tier III: Receive one national focus order and two regular orders.
Tier IV: Receive one national focus order and one regular order.
Tier V: Receive two normal orders.

Every nation also has four war orders.

Tier I: Russia, France, Germany.
Tier II: UK, US, Austria-Hungary, Japan.
Tier III: China, Netherlands, Spain, Italy, Belgium, Scandinavia.
Tier IV: Brazil, Ottoman Empire.
Tier V: Afghanistan, Australia, Canada, Guatemala, Greece, Mexico, New Zealand, Romania, Serbia, Siam, South Africa.[/B])

The Russian Republic has received Scandinavia's declaration of war. We would like to point out to the vikings that:

-There have been no atrocities against the Finnish civilian population.
-There is no reason for us to have done so, as there have been no riots, revolts, or anything of the like in Finland.
-Our war effort does not allow us to waste bullets on law-abiding citizens of Finland and Russia.
-Your "government workers" were never allowed to enter Russian territory.
-The same "government workers" were found with weapons and directives on how to incite revolt, as well as locations of Russian military posts in Finland.
-Asking us to reform thoroughly in the middle of a major war is unreasonable.
-Declaring war is not the solution to these problems.
-You will regret this as there are a million Russian soldiers in Finland.

We shall see to it that this expansionist dream from the days of Charles XII shall be crushed swiftly.
