[@Gowi] They are. When people enter the settlement they have to relinquish their guns while in the settlement. When they leave it for whatever reason they are given back their guns which are once again taken when they return. No one is packing heat while in the settlement, the firearms are tucked in storage to prevent any accidents.

If Haven were to come under attack then the guns would be quickly handed out.
