[@Mr Allen J] 1. I was thinking relatively powerful, but not exactly a city buster (at least not until later in the rp). I mean these are supposed to be people where completely normal until about two months ago, so while they might understand their powers they might not be able to completely control them yet.

2. I plan on at least allowing two CSs per person. If we don't get that many other people I'll allow three.
