[@floodtalon] If you want to make a custom, influential clan: There's a Sheet under 'Minamoru clan' in Partisan's character tab, you simply copy it and make the Clan sheet. However we have a lot of famous clans so do I recommend it? Not really, but that's just me. So yes, it is an alternative. Or simply have his family involved in politics of some sort. There are a lot of not very farfetched ways to explain this. 

Well, for jutsu, it still applies. The usual element amount used by Chuunin is 2. So either fire or water will progress slower than the other secondary. It's the limits we give to elements.
