The Imperial Gothic States looks like a super monarchic society and is super fitting of the 1910's, but I kind of wonder about the 300 ships?

The Empire of Fusan is a heavily based naval power and has 215 surface vessels (the majority of which are destroyers, and my numbers are based on the Japanese Navy in 1914), and the Gothic Empire has over 300 ships? Seems a bit strange.
