I honestly don't expect all roles to be filled. After all, Secretary of the Treasury isn't the sexiest of jobs.

I would prefer to fill the leadership roles before even contemplating more legislators, I'd say no to lobbyist but they may show up in the game as NPCs, and you can create a character modeled after a real person or your own person, it's up to you. I personally think it makes it more interesting to have new people, but I don't have a preference on what you choose.
