The animals [i]can[/i] communicate with each other through a common language. However, they cannot communicate with humans, unless that human has a sort of magical ability which would have to be approved first. Not everyone is going to be able to just talk with animals, if they're a human. Basically, it would be an alternate timeline where animals are as emotionally and socially advanced as humans, though, like I said, unable to communicate with humans.

As for the general timeline, it will take place in a fantasy medieval world. Modern technology like all these advanced electronics would not exist, but magic/witchcraft etc. would be the norm.
