The Russian people are tired of war and hereby send the following peace offer to the German opponent.

1. The Russian Republic and the Central Powers, them being the German Empire, the Habsburg Empire, the Ottoman Empire and the Kingdom of Scandinavia shall cease hostilities.
2. The Russian Republic shall cede the territories of the Polish crown to Germany.
3. The Russian Republic shall cede the Governorates of Estonia, Latvia, Courland, Lithuania, Kovno, Livno and Grodno to Germany.
4. The Territories of the Grand Duchy of Finland shall become an independent nation and its form of government shall be decided by popular referendum.

We hope Berlin sees reason over war and accepts our offer of peace.
