Small question to everyone, as everyone would be a little involved with my idea:

I'm making a largely economic/trade oriented city state. Whose history is closely tied to the Old Ways. Though as traders, they benefit from a certain level of religious freedom. Anyway with relgious and also racial freedom, I'd think that the small state would be seen as certain safe haven for Pariah's from other cultures/religions/races. Would anyone object if a few exiles from his/her roamed my city's street?
