After doing some research on Japanese lore (the obvious basis for the Dragon Emperor and his empire), I've decided to make some alterations to Saito. I discovered that Raijin is not the God of storms. He's specifically the God of Lightning. As such I've decided Saito draws his power from Fujin, the God of Wind. This makes more sense as most of his demonstrated abilities are based on the wind. This will remove all his lightning-based powers, and more focus will be placed on things like tornadoes.

An alternate character will be created who is bonded to Raijin, and will have powers based purely around lightning.
