Abilities: 
Onmyoudo
The official title for a Japanese 'mage', who binds and deals with spirits. Kiyoki is the most powerful Onmyoudo in the world, able to bind even the Gods. He is able to summon spirits, bind them into objects, control them, and wield their power by invoking them. He is able to challenge the powers of these beings through contracts, by knowing their secret names or caching in debts he has obtained, usually through questionable means. While his armies of spirits and the favours owed him aren't infinite, they are immense. And he's constantly looking to expand his collection. He further has the ability to create wards, as well as animating objects and minor telekinesis. However without the power of the spirits to boost it his own magic is fairly minor.
Weaknesses:
Merely Human
Whilst his magical prowess are not to be doubted, Kiyoki is merely a human being. He needs to eat, sleep and breathe. A blow to the head from any superhuman being will probably kill him. This might seem like it's fairly standard, but in this roleplay, it's definitely worth noting as a weakness.

Reliant on his Loans
Kiyoki is waist-deep in the complex politics of the Spirit World. He relies on the beings he can manipulate and control, as they are the only source of his true power. If somehow his debts are removed, or he's cut off from his spirits, most of his power disappears.

Paper Charms
Most of Japanese Spirit Magic is done by writing seals and charms on pieces of paper. The charms are about as tough as steel, but are susceptible to fire. Destroying a charm can negate a particular spell until Kyoki has time to create another charm.
Bio: 
Kiyoki is a prodigy, a genius in the field. Nobody knows quite where he came from, nor how he gained the immense amount of skill he currently possesses. When he first came to the attention of the Emperor he had already created his own private zoo of monsters gathered from around the country. He had tricked and deceived spirits into giving away their names, and then used his sealing magic to force them to do his bidding. He then used those spirits he captured to further boost his collection. As some of these beings were considered 'good' beings, the Emperor sent a group of samurai to slay the rogue mage. However none of them returned, and the mage simply continued his business undaunted.

When the Emperor was to choose a new Head Mage for his court, Kiyoko walked in uninvited. He broke through the palace defences with ease, and defeated the gathered mages with his assortment of powerful spells and pets. Having proven himself to be the most powerful Onmyoudo in the land, Kiyoko offered his services to the Dragon Emperor. When the Emperor doubted his loyalty, Kiyoko simply stated that the Emperor would never find a mage that would serve better than he, and that if he wished to try he would simply offer his services elsewhere. Knowing that he needed every man, the Emperor accepted.

Over the next ten years Kiyoko became a figure of legend. He did not teach his ways, and he didn't negotiate power from the spirits. He instead took all he needed by force and deception, and he did it well. He enslaved the Four Winds, and used them to gather the treasures of the world for the Emperor's Court. He created the Imperial Gardens, and tamed the Blood Rose. He was responsible for the creation of the half-spirit hybrids that now served in the Dragon Emperor's army, even creating the other members of the Dragon Guard. Although it was impossible to gain the full essence of a God, the Dragon Guard gained the majority of their power.

Kiyoko is the second most powerful in the Eastern Empire, his authority second only to that of the Dragon Emperor himself. He is the leader of the Dragon Guard, and he is a cunning foe not to be taken lightly. He is the Left Hand of the Dragon Emperor, Arezawa Kiyoko.
