The general idea for him, is that Haircules is from New Jersey, who gained his super powers from an experimental and accidentally irradiated jar of hair gel that mutated his physiology giving him super strength equivalent to the size of his hair. If his hair is bigger than the reference pic, then he could fight Icon one on one. So if anyone wants a pathetically weak bad guy to kick around feel free to use Haircules until he faces Eva at some point.
