It isn't mentioned much about what other Midnighters can do, but I'm sure they could harm them while the Daylighters are frozen, but I think they are impossible to move. They are literally stuck in time. Mindcasters can do the most to Daylighters while at Midnight as far as manipulating their decisions, actions or wiping their minds all together since the "stiffs" brains are literally open to them.
