Assuming your character has had any form of interaction with anyone at all, ghosts or otherwise, she would learn something. To remain a child mentality after a thousand years of life would require your character to have never asked the question of why, or learn anything of consequence about emotion, life, other people, or social activities. Merely existing would require her to grow and adapt, this is basic psychology, and while you mention using human terms for non-human beings, she is fundamentally a human in terms of mindset if she was human once.

So, I'll say it again: Change her age.
