1. He's not the head of the Us CIA he made up a CITADEL intelligence agency (more of a joke name) since his job is keeping all the records not only the salvaged records from the wasteland, but also the population supply levels etc. He's there to keep track of everything so that when people have to run out into the super dangerous wasteland they aren't wasting time. If suddenly they run low of X supplies he'd be the one to know so then he can give that info to someone who can go get the supplies. His other job and the main thing I've built the character on is that he's building a database of all the info of the world focusing first on REALLY important stuff like farming and medicine so then if things do ever get better we start at square 2 instead of 1.

2. the combination was more a matter of necessity to explain how it all works. If I'm allowed to have the arm without all the other things fine, but the only way i could logically give him the arm was that he was super smart and he makes his own energy for it. if I can make him still a certified military engineer and give him the arm I'm content.
