So basically, what I'm hearing is "write the backstory well enough, and you can basically have whatever you like in it for your character". Though with that said, if I'm being allowed to play a character with a PL of 40000 or so (I'm thinking Envy or Deceit, since that'd probably be the best justification for a demonic god to steal things), I doubt an object allowing an easy boost to a PL of 3000 will be much help without some serious upgrades/modifications, though the other stuff might be useful. Nice reference to DB's origins, by the way - Buddhist lore is a pretty cool thing in a series based upon it. Now, since we're on that topic, I'll probably start writing my character up tomorrow... but before I write anything up, I've had two power ideas for a unique Makaioshin ability so far that I'd prefer to utilise over the others I've had in mind: a limited degree of time stop, as a way of "stealing time from others" and/or "tricking somebody into wasting their super attack", and regeneration requiring little to no ki use based on consuming the bodies of others for a more literal interpretation of envious or deceitful theft, in that it's somebody else's flesh and/or energy being used to heal up - either "your flesh is mine just like everything else you own shut up I want what you have" or "oh no, you chopped off my arm, boohoo woe is me NARMNARMNARM whoops, did I just eat your arms to regrow mine? *trollface*". I should also ask whether being able to sense somebody's energy without the use of a scouter counts as a technique that one needs to expend a slot upon - from what you've said, my interpretation is that you can only have a maximum of five non-physical techniques to start with, including a max of one level three ki technique and no level four ki techniques, and I'm not sure whether energy sensing would be level 1 or level 2, given that relatively few people in the series proper can actually do it. EDIT: Or, for a variation on the latter unique ability, simply using the ki stealing mystical technique to fuel regeneration of that sort with the enemy's ki rather than as a direct power boost, with the physical option of just biting and trying to eat them... which would actually make the regeneration just a normal, if magically nuanced, technique. Huh.
