Yes it'd cost her chakra, but she has plenty of that. So I'm going to say that people build a temporary immunity to her. The more she uses a specific genjutsu on them, the more resistant they become to them over time IF they manage to break out of the given technique. This may have been common sense, but I want it clearly stated in the Kekkei genkai. Additionally, if one is moved, or moves, out of her field the effects of any genjutsu they were under will gradually fade over a period of 4 minutes after which they wholly cease to function with few exceptions. Basically, she can alter memories, but the alterations are stimulated by her yin chakra and are not permanent ones. I'm not negotiating this, so don't ask me if I'll change my mind in skype.
