Because I had assumed that having a base of operations was a [i]given[/i] for any moderately-sized organization, and because I'd also assumed that this organization, which is special-built to deal with monsters that can appear anywhere, take over anyone, and do almost anything, isn't spectacularly shortsighted enough to have all their meetings take place directly in public where anyone with the slightest hint as to who they are could eavesdrop with wanton abandon.
