However, if the person sitting beside the group happened to be a supernatural criminal, regardless of whether or not the discussion involved that criminal's crimes, there's a high risk of that criminal calling in friends and staging a surprise attack. Speaking in public does allow a bit of privacy, but that's only in areas where people are constantly moving around (busy sidewalks, nightclubs, etc.) where someone standing around to eavesdrop would be out of place and easily noticed. Even then it's not perfect privacy; I myself have gotten company passwords simply by tailing IT managers. The office is a necessity for privacy. In fact, the business I work for is made up of three people: my boss, my coworker, and myself. We have an office, though we're only there maybe twice a month. It's where we can meet with clients who don't want us to come to them, and it's a place for the three of us to have meetings. Now, I'm going to move into conjecture here. I could be completely wrong, so if I am, don't lynch me. Looking at Scrapula's and Clanjos' characters, I see they are both set up as being more experienced than Max - Grigori through sheer age (about 40 years) and Jack Bright through profession. Jack Bright would obviously be quite used to meeting in secret locations. Grigori might be as well, or maybe he just doesn't like being out in public. Both have in-character reasons to be doing what they are, so I don't see what your problem is, Minimum.
