Yeah, the city (Wilmington) is beginning to be overrun. The army evacuated as many people as they could, before leaving for Philadelphia. So anyone left in Wilmington right now is either an isolated survivor (or a small group) planning on weathering the storm, those who missed the military or didn't want to follow them, or the undead.
