Has anyone taken Red Arrow yet?  I could say he moved to Gotham after turning 18.
Alternatively, I could be Arsenal, and maybe have Luthor hire him to open up a way for Lexcorp to move into Wayne Enterprise's territory.

Better yet, I'll start as just "Red Arrow", then one of you can blow/cut off my arm.  This will make me want revenge.
