Star- As a general rule of thumb, I usually say that everyone is allowed one character to start with, and if you show that you're going to stick around and not disappear after a day or two, then you can have another character. ^.^
If you mean two characters like a pair of twins or siblings, where they operate together a lot... I generally am not really a fan of that kind of thing, but I'll allow it if you're nice about it. (I once was in a roleplay with three sets of godmodding twins, [i]Three![/i] >.<)
