In an Alternate Universe version of The Legend of Korra, Korra died at the end of season 3 when Zaheer poisons her.  With no Avatar to stop him, Zaheer escapes and kills all of the world leaders and chaos ensues.  Soon new leaders start to arise, including Kuvira, who raises an army and conquers much of the former Earth Kingdom.  Zaofu becomes its own nation-state, and people from around the world flee to all corners of the planet to try and find some peace away from all of the gangs and other criminals.

It has been twenty years since the Avatar died and, in the chaos the White Lotus were unable to find her replacement.  Without an Avatar to restore balance the White Lotus raised an army to fight them.  They don't care who you are as long as you can fight.  The Red Lotus must be stopped and the world must be restored to order.
