"Attemtping to use instability to evade enemy targeting." He didn't attempt to get Swarm back under control, Joe just did his best to prevent the altitude from falling below 5km, and to prevent spinning too fast to fire the missiles or even pass out due to the centrifugal force.
He fired another volley the same way as the first one. After switching to the aimed phase, the missiles tended to spaz out, because the IR-laser couldn't be pointed at the same spot all the time due to the instability.
