If you're cool with the time-stop being restricted then it's fine. I talked to Vrad, shouldn't be a problem.

As for the weapon, I would just say that if you're feeding it blood, you will become steadily exhausted. Assuming blood-infusion makes your weapon substantially stronger, I would say your character should get exhausted within like three posts of sustained blood draw.

Something like that, I just wanted a better idea of what kind of toll a constant blood drain would have on your character.
