It should be up shortly in any case, but I had planned for my faction to have a subpopulation of Humans within it, and for it to have 'sprung' in a sense from the Celestial Empire itself. The short version is 'legal shenanigans involving one of the wealthiest members of the Emperor's Court leads to the inception of a new Interstellar Nation originally made up of bean counters and a lot of external and independent parties following the money trail.' I am unsure on the precise structure of your government from what little is stated in your nation sheet, but if there is no actual court (even if in name only) I could easily tweak everything to simply make them a wealthy citizen of various means (they've been dead for a while either way).

I don't intend to make use of any of your assets or tech; it just occurred to me halfway through writing that the Empire presented a good choice of bureaucracy to source my own highly bureaucratic nation from. Full details pending, but that's the short of what I had in mind.
